Abstract: This document updates and replaces the Agency's prior regulation implementing the Privacy Act of 1974, as amended. The update and replacement were made necessary by changes during USIA's reorganization and realignment of functions and responsibilities when the Agency changed names and again when the Agency began to reinvent itself in response to Government downsizing. The Agency's regulation had not been updated since 1975 and changes in nomenclature and differences in processing Privacy Act requests necessitated these changes. The changes primarily update the definitions, the processes for receiving and handling requests, and to whom to send requests for Privacy Act records. It also better explains the exemptions that the U.S. Information Agency is allowed to use and routine uses.
