Summary: The Commission will consider a mechanism for estimating non-rural carriers' costs of providing services supported by federal universal service support mechanisms. 3.................................... Title: Implementation of Section 25 of the Cable Television Consumer Protection and Competition Act of 1992; and Direct Broadcast Satellite Public Interest Obligations (MM Docket No. 93- 25). Summary: The Commission will consider implementing Section 335 of the Communications Act regarding public interest requirements for Direct Broadcast Satellite Systems. 4.................................... International.......... Title: Direct Access to the INTELSAT System. Summary: The Commission will consider action concerning issues related to permitting direct access to the INTELSAT system in the United States. 5.................................... Mass Media............. Title: 1998 Biennial Regulatory Review-- Streamlining of Mass Media Applications, Rules, and Processes (MM Docket No. 98-43); and Policies and Rules Regarding Minority and Female Ownership of Mass Media Facilities (MM Docket No. 94-149). Summary: The Commission will consider action to modify its broadcast application and licensing procedures and its ownership reporting requirements. 6....................................
