Take notice that on November 3, 2005, NorthWestern Corporation (NorthWestern) submitted an application pursuant to section 204 of the Federal Power Act seeking authorization to: (1) Borrow proceeds from the sale by the city of Forsyth, Montana (City) of not to exceed $170,205,000 principal amount of City's Pollution Control Revenue Refunding Bonds Series 2005 ( the Series 2005 PCRRBs); (2) provide for repayment thereof; and (3) issue and deliver to the Trustee for the Series 2005 PCRRBs a like principal amount of a new series of its First Mortgage Bonds to secure payment of the Series 2005 PCRRBs.
NorthWestern also requests a waiver from the Commission's competitive bidding and negotiated placement requirements at
