AGENCY: Federal Communications Commission.
ACTION: Proposed rule.
SUMMARY: This document requests comments on a petition for rule making filedby Hodson Broadcasting requesting the allotment of Channel 291A to Tecopa, California, as that community's first local aural transmission service. Information is requested regarding the attributes of Tecopa, California, to determine whether it is a bona fide
[Page 8782]community for allotment purposes. Coordinates used for this proposal are 35-50-48 NL and 116-13-24 WL.
DATES: Comments must be filedon or before April 5, 1999, and reply comments on or before April 20, 1999.

SUPPLEMENTARY INFORMATION: This is a synopsis of the Commission's Notice of Proposed Rule Making, MM Docket No. 99-46, adopted February 3, 1999, and released February 12, 1999. Provisions of the Regulatory Flexibility Act of 1980 do not apply to this proceeding.
Members of the public should note that from the time a Notice of Proposed Rule Making is issued until the matter is no longer subject to Commission consideration or court review, all ex parte contacts are prohibited in Commission proceedings, such as this one, which involve channel allotments.
