AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making filedon behalf of Mountain West Broadcasting, requesting the allotment of Channel 275C2 to Honokaa, Hawaii, as that community's first local aural transmission service. Coordinates used for this proposal are 20- 04-54 NL and 155-28-00 WL.

DATES: Comments must be filedon or before July 12, 1999, and reply comments on or before July 27, 1999.

Provisions of the Regulatory Flexibility Act of 1980 do not apply to this proceeding.
