Purpose of Meeting: Provide suggestions from the panel concerning the content of the Survey of Earned Docorates and the definition of ``research doctorate'' used to identify the universe of eligible graduates.

Summarized Agenda: The afternoon of April 22, 1999 will be used to discuss the goals of the panel and the Education items of the questionnaire April 23, 1999 will used to discuss the definition of ``research doctorate'' and the post graduation plans and demographic sections of the questionnaire.
