ACTION: Notice of submission for review by the office of management and budget (OMB) and request for comments.

SUMMARY: The Federal Energy Regulatory Commission (Commission) has submitted the energy information collection listed in this notice to the Office of Management and Budget (OMB) for review under provisions of Section 3507 of the Paperwork Reduction Act of 1995 (Pub. L. No. 104-13). Any interested person may file comments on the collection of information directly with OMB and should address a copy of those comments to the Commission as explained below. The Commission received no comments in response to an earlier Federal Register notice of September 13, 1999 (64 FR 49473) and has made this notation in its submission to OMB.

SUPPLEMENTARY INFORMATION:

Description

The energy information collection submitted to OMB for review contains:

1. Collection of Information: FERC-567 ``Annual Reports of System Flow Diagrams and System Capacity.''

2. Sponsor: Federal Energy Regulatory Commission.

3. Control No.: OMB No. 1902-0005. The Commission is now requesting that OMB approve a three-year extension of the current expiration date, with no changes to the existing collection. There is a change to the reporting burden as a result of an increase in the number of companies who submit reports to the Commission. These are mandatory collection requirements.

4. Necessity of Collection of Information: Submission of the information is necessary to enable the Commission to carry out its responsibilities in implementing the provisions of the Natural gas Act (NGA) (Pub. L. 75-688), and Titles III, IV, and V of the Natural Gas Policy Act (PUb. L. 95-621). The information collected under FERC-567 is used by the Commission to obtain accurate data on pipeline facilities and the peak day capacity of these facilities. Specifically, FERC-567 data is used in determining the configuration and location of installed pipeline facilities; evaluating the need for proposed facilities to serve market expansions; determining pipeline interconnections and receipt and delivery points; and developing the evaluating alternatives to proposed facilities as a means to mitigate environmental impact of new pipeline construction. FERC-567 also contains valuable information that can be used to assist federal officials in maintaining adequate natural gas service in times of national emergency. The Commission implements these filing requirements in the Code of Federal Regulations (CFR) under 18 CFR part 260.8 and 284.12.

Respondent Description: The respondent universe currently comprises on average, 91 respondents.

6. Estimated Burden: 12,724 total burden hours, 91 respondents, 1 response annually, 81.58 hours per response (average).

7. Estimated Cost Burden to Respondents: 12,724 hours 2,080 hours per year x $109,889 per year = $672,225, average cost per respondent = $7,387.00.
