Approval and Promulgation of Air Quality Implementation Plans; State of Utah; Utah County--Trading of Motor Vehicle Emission Budgets for PM10 Transportation Conformity

AGENCY: Environmental Protection Agency.

ACTION: Proposed rule.

-----------------------------------------------------------------------

SUMMARY: The Environmental Protection Agency (EPA) is proposing to approve a State Implementation Plan (SIP) revision submitted by the State of Utah. On March 9, 2015, the Governor of Utah submitted a revision to the Utah SIP, adding a new rule regarding trading of motor vehicle emission budgets for Utah County. The rule allows trading from the motor vehicle emissions budget for primary particulate matter of 10 microns or less in diameter (PM10) to the motor vehicle emissions budget for nitrogen oxides (NOX) which is a PM10 precursor. The resulting motor vehicle emissions budgets for NOX and PM10 may then be used to demonstrate transportation conformity with the SIP. The EPA is proposing approval of this SIP revision in accordance with the requirements of section 110 of the Clean Air Act (CAA).

SUPPLEMENTARY INFORMATION: In the ``Rules and Regulations'' section of this Federal Register, EPA is approving the State's SIP revision as a direct final rule without prior proposal because the Agency views this as a noncontroversial SIP revision and anticipates no adverse comments. EPA will not institute a second comment period on this action. Any parties interested in commenting must do so at this time. For further information, please see the ADDRESSES section of this notice.
