Missoula Intercarrier Compensation Reform Plan Federal Benchmark Mechanism Proposal

SUMMARY: This document seeks comment on a proposed federal benchmark mechanism addressing issues faced by ``early adopter'' states, i.e. states that have already taken steps to substantially reduce intrastate access rates. This proposal is intended to be incorporated as an amendment to the Missoula Plan, an intercarrier compensation reform plan filed July 24, 2006 by the National Association of Regulatory Utility Commissioners' Task Force on Intercarrier Compensation (the NARUC Task Force).

establishes comment and reply comment filing dates for receiving comment on a proposed federal benchmark mechanism addressing issues faced by ``early adopter'' states, i.e. states that have already taken steps to substantially reduce intrastate access rates. The filing dates established replace filing dates previously established in Public Notice DA 03-738, released by the Commission on February 16, 2007. The proposal on which the Commission seeks comment is intended to be incorporated as an amendment to the Missoula Plan, an intercarrier compensation reform plan filed July 24, 2006 by the NARUC Task Force. The proposal was described in a written ex parte filed January 30, 2007 by the Chairman of the Wyoming Public Service Commission, staff members from the Indiana, Maine, Nebraska, and Vermont Commissions, and the Supporters of the Missoula Plan, including AT&T, Global Crossing, Level 3 Communications, and 336 members of the Rural Alliance, among others. The Supporters of the Missoula Plan filed corrections to the proposal on February 5, 2007.
Interested parties may file comments on or before March 28, 2007 and reply comments on or before April 12, 2007. Comments may be filed using the Commission's Electronic Comment Filing System (ECFS) or by filing paper copies. Comments filed through the ECFS can be sent as an electronic file via the Internet to http://www.fcc.gov/cgb/ecfs/.
Generally, only one copy of an electronic submission must be filed. If multiple docket or rulemaking numbers appear in the caption of the proceeding, commenters must transmit one electronic copy of the comments to each docket or rulemaking number referenced in the caption. In completing the transmittal screen, commenters should include their full name, U.S. Postal Service mailing address, and the applicable docket or rulemaking number, in this case, CC Docket No. 01-92. Parties may also submit an electronic comment by Internet e-mail. To get filing instructions for e-mail comments, commenters should send an e-mail to ecfs@fcc.gov, and should include the following words in the body of the
message, ``get form.'' A sample form and directions will be sent in response. Parties who choose to file by paper must file an original and four copies of each filing.
