Spartanburg Water System; Notice of Preliminary Permit Application Accepted for Filing and Soliciting Comments, Motions To Intervene, and Competing Applications

On December 20, 2011, Spartanburg Water System (Spartanburg) filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of a hydropower project located on the Pacolet River in Spartanburg County, South Carolina. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission.

The proposed project would consist of: (1) An existing 70.0-foot-

high, 700-foot-long roller-compacted concrete dam, owned by Spartanburg; (2) a reservoir with a surface area of 1,050.0 acres and a storage capacity of 23,000 acre-feet; (3) a 8.0-foot-diameter steel penstock installed in the existing outlet conduit; (4) an 8-foot-

diameter butterfly valve located at the powerhouse; (5) a powerhouse containing one generating unit with a total capacity of 1,600.0 kilowatts (kW), discharging directly into the dam's existing tailrace; (6) a 1,100-foot-long, 4.16 kilo-volt (KV) transmission line to; (7) a proposed substation; and (8) a 100-foot-long, 12 KV transmission line to the point of interconnection. The project would have an estimated average annual generation of 7,000 megawatt-hours (MWh) and the project power would be sold.
