SUPPLEMENTARY INFORMATION: This is a summary of the Commission's document in WT Docket No. 99-217 and CC Docket No. 96-98, DA No. 07- 1485, released March 28, 2007. this document, the Commission establishes comment and reply comment filing dates for receiving updated comments and refreshing the record on a Further Notice of Proposed Rulemaking addressing the status of the market for the provision of telecommunications services in Multiple Tenant Environments (MTEs), and on whether the prohibition on exclusive access contracts in commercial MTEs should be extended to residential MTEs. The filing dates established replace filing dates previously established in the Competitive Networks Further Notice of Proposed Rulemaking, DA 01-750, 66 FR 2322, January 11, 2001, released by the Commission on October 25, 2000. The proceeding for which the Commission seeks to refresh the record is intended to enable the Commission to undertake appropriate review of the status of the deployment of competitive and advanced telecommunications services in MTEs, and to determine whether additional action is necessary to address the ability of premises owners to discriminate unreasonably among competing telecommunications service providers.

Interested parties may file comments on or before July 30, 2007 and reply comments on or before August 28, 2007. Comments may be filed using the Commission's Electronic Comment Filing System (ECFS) or by filing paper copies. Comments filed through the ECFS can be sent as an electronic file via the Internet to http://www.fcc.gov/cgb/ecfs/.

Generally, only one copy of an electronic submission must be filed. If multiple docket or rulemaking numbers appear in the caption of the proceeding, commenters must transmit one electronic copy of the comments to each docket or rulemaking number referenced in the caption. In completing the transmittal screen, commenters should include their full name, U.S. Postal Service mailing address, and the applicable docket or rulemaking number, in this case, WT Docket No. 99-217 and CC Docket No. 96-98. Parties may also submit an electronic comment by Internet e-mail. To get filing instructions for e-mail comments, commenters should send an e-mail to ecfs@fcc.gov, and should include the following words in the body of the message, ``get form.'' A sample form and directions will be sent in response. Parties who choose to file by paper must file an original and four copies of each filing. If more than one docket or rulemaking number appears in the caption of this proceeding, commenters must submit two additional copies for each additional docket or rulemaking number.

Paper filings can be sent by hand or messenger delivery, by commercial overnight courier, or by first-class or overnight U.S. Postal Service mail (although we continue to experience delays in receiving U.S. Postal Service mail). Parties are strongly encouraged to file comments electronically using the Commission's ECFS.
