Transcontinental Gas Pipe Line Corporation; Notice of Proposed Changes in FERC Gas Tariff

Take notice that on December 1, 1998, Transcontinental Gas Pipe Line Corporation (Transco) tendered for filing to become part of its FERC Gas Tariff, Third Revised Volume No. 1, Third Revised Sheet No. 333 and First Revised Sheet No. 334. Such tariff sheets are proposed to be effective January 1, 1999.

On April 29, 1998, the Commission issued an Order (April 29 Order) in Docket Nos. RP97-149, RP97-391 and RM97 (not consolidated) approving the January 21, 1998 Stipulation and Agreement (S&A) filedby Gas Research Institute (GRI). As part of the S&A, signatory pipelines agreed to be fully voluntary collection agents for shippers who voluntarily choose to support GRI programs through a ``check the box'' approach on pipeline invoices. The invoice procedure, as stated in the S&A, will be described as a voluntary contribution mechanism in the General Terms and Conditions of the pipelines tariff and will allow customers to specify the level of contribution and the projects or project areas to be funded.

Transco states that the amounts collected pursuant to the ``check the box'' procedure will not be part of pipeline rates and the Commission will not review or approve any such amounts or projects. As a signatory party to the S&A, the purpose of the instant filing is to include a Voluntary Contribution Mechanism provision, regarding GRI funding, in Transco's FERC Gas Tariff.

Transco states that copies of the filing are being mailed to affected customers and interested State Commissioners.

Any person desiring to be heard or to protest said filing should file a motion to intervene or a protest with the Federal Energy Regulatory Commission, 888 First Street, NE, Washington, DC 20426, in accordance with Sections 385.214 or 385.211 of the Commission's Rules and Regulations. All such motions or protests must be filedin accordance with Section 154.210 of the Commission's Regulations. Protests will be considered by the Commission in determining the appropriate action to be taken, but will not serve to make protestants parties to the proceedings. Any person wishing to become a party must file a motion to intervene. Copies of this filing are on file with the Commission and are available for public inspection in the Public Reference Room.
