Information Collection Request to Office of Management and
Budget; OMB Control Numbers: 1625-0012
AGENCY: Coast Guard, DHS.
ACTION: Sixty-day notice requesting comments.
SUMMARY: In compliance with the Paperwork Reduction Act of 1995, the
U.S. Coast Guard intends to submit an Information Collection Request
(ICR) and Analysis to the Office of Management and Budget (OMB) requesting an extension of its approval for the following collection of information: 1625-0012, Certificate of Discharge to Merchant Mariners.
Before submitting this ICR to OMB, the Coast Guard is inviting comments as described below.
DATES: Comments must reach the Coast Guard on or before September 18, 2009.

Public Participation and Request for Comments
The Coast Guard invites comments on whether this ICR should be granted based on the collections being necessary for the proper performance of Departmental functions. In particular, the Coast Guard would appreciate comments addressing: (1) The practical utility of the collections; (2) the accuracy of the estimated burden of the collections; (3) ways to enhance the quality, utility, and clarity of information subject to the collections; and (4) ways to minimize the burden of the collections on respondents, including the use of automated collection techniques or other forms of information technology.
We encourage you to respond to this request by submitting comments and related materials. We will post all comments received, without change, to http://www.regulations.gov. They will

include any personal information you provide. We have an agreement with
DOT to use their DMF. Please see the ``Privacy Act'' paragraph below.

Information Collection Request
Title: Certificate of Discharge to Merchant Mariners.
OMB Control Number: 1625-0012.
Summary: This information collection provides the basis for determining eligibility for issuance of a merchant mariner's credential(s); to determine eligibility for various benefits such as medical and retirement; and to provide information to the U.S. Maritime
Administration (MARAD) on the availability of mariners in a time of national emergency.
Need: In accordance with 46 U.S.C. part 10311, each master or individual in charge of a vessel shall, for each merchant mariner being discharged from the vessel, prepare a certificate of discharge and two copies; whether by writing or typing on the prescribed form with permanent ink, or by using a computer-generated form to be signed with permanent ink.
Forms: CG-718A.
Respondents: Masters and operators of vessels.
Frequency: One for every credentialed mariner for each voyage.
Burden Estimate: The estimated burden has increased from 1,743.33 hours to 2,443 hours a year.
