Agency Information Collection Activities: Proposed Collection; Comment Request

ACTION: Notice and request for comments.

SUMMARY: The Federal Emergency Management Agency invites the general public and other Federal agencies to comment on a proposed continuing information collection which has been submitted to the Office of Management and Budget for review and clearance. In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3506(c)(2)(A)), this notice seeks comments concerning collection of State Administrative Plans. These plans provide the basis for awards of Federal financial contributions to the States for necessary and essential State and local emergency preparedness personnel and administrative expenses.

SUPPLEMENTARY INFORMATION: This information collection is required by the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended, 42 U.S.C. 5121 et seq., Section 613. FEMA manages the requirement in accordance with 44 CFR 13.11, FEMA's implementation of the Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments. Additional background information may be found in 44 CFR 302.2(u) and 44 CFR 302.3(a). The Federal contributions for State and local emergency preparedness personnel and administrative expenses to which this requirement is related are now delivered through FEMA's Emergency Management--State and Local Assistance program, Catalog of Federal Domestic Assistance Number 83.534.

Collection of Information

Title: State Administrative Plan.

Type of Information Collection: Extension of a currently approved collection.

OMB Number: 3067-0138.

Abstract: The State Administrative Plan is a formal description of the participating State's emergency preparedness program and related State and local laws, executive directives, rules, plans, and procedures. It documents and certifies the State's compliance with requirements of the authorizing statute. The plan is a one-time submission with annual updates to keep it current. Plans and updates are submitted to the FEMA Regional Offices along with the annual applications for assistance under emergency management programs. FEMA uses the information to determine whether a State legally qualifies for Federal contributions for State and local emergency preparedness personnel and administrative expenses.

Comments: Written comments are solicited to (a) evaluate whether the proposed data collection is necessary for the proper performance of the agency, including whether the information shall have practical utility; (b) evaluate the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) enhance the quality, utility, and clarity of the information to be collected; and (d) minimize the burden of the collection of information on those who are to respond, including through the use of appropriate automated, electronic, mechanical, or other technological collection techniques or other forms of information technology, e.g., permitting electronic submission of responses. Comments should be received within 60 days of the date of this notice.
