Sierra requests waiver of the Commission's notice requirements to permit and effective date of November 10, 2000 for Attachment E, and to allow the Service Agreements to become effective according to their terms.

The revision is to reflect the proposed transfer of Consumers' transmission assets to Michigan Transco.
