The November 7, 2003 Notice of Technical Conference in this proceeding indicated that a technical conference will be held on December 8-9, 2003 at 10 a.m. This conference will be held at the offices of the Federal Energy Regulatory Commission, 888 First Street, NE., Washington, DC 20426.
