RULE NO.: RULE TITLE:
5N-1.134 Licensed Firearms Instructors; Schools or
Training Facilities; License Application
PURPOSE AND EFFECT: T his proposed rule will adopt a
slightly revised version of the Firearms Instructors Training
Manual. The revised version of the manual will bring relief to
the armed security g uards and private inve stigators that are
licensed under Chapter 493, Florida Statutes. Because of the
tremendous increase in the nation-wide demand for weapons
in recent years and the resulti ng shortage of ammunition,
licensed security officers and private investigators and the
agencies that employ these individuals have faced a hards hip
in finding the ammunition needed to complete the annual re-
qualifying training specified in the Firear ms Instructors
Training Manual. What limited ammunition that is available is
extremely expensive, thus only exacerbating the hardship on
the regulated industries. While the 28-hour classroom and
range requirements for the initial issuance of a statewide
firearm license will remain in place, this pr oposed rule
revision will decrease the number of rounds to be fired during
the annual re-qualifying training, thus red ucing a significant
burden on individuals and agencies in the regulated industries.

RULE NO.: RULE TITLE:
69I-40.103 Restriction of Expenditures
PURPOSE AND EFFE CT: The rule prohibits expenditure of
state funds in specified categories. The rule is being repealed.
SUMMARY: This rule is being repealed to conform to results
of recent litigation. The rule being repealed prohibits state
expenditures for certain categories of goods and services,
specifically congratulatory telegrams, flowers, telegraphic
condolences, plaques for outstanding service, entertainment
for visiting dignitaries, refreshments, and decorative items.
SUMMARY OF STATEMENT OF ESTIMATED
REGULATORY COSTS AND LEGISLATIVE
RATIFICATION:
The Agency ha s determined that this will not have an adverse
impact on small business or likely increase directly or
indirectly regulatory costs in excess of $200,000 in the
aggregate within one year after the implementation of the r ule.
A SERC has not been prepared by the agency.
The Agency has d etermined that the proposed rule is not
expected to require legislative ratification based on the
statement of esti mated regulatory co sts or if no SERC is
required, the information expressly relied upon and described
herein: The rule repeal does not impose any costs.
Any person who wishes to provide information regarding a
statement of estimated regulatory costs, or provide a proposal
for a lower cost regulatory alternative m ust do so in writing
within 21 days of this notice.
