East Tennessee states that the purpose of this filing is to comply with the requirements of Order No. 637 regarding the waiver of the rate ceiling for short-term capacity release transactions and the prospective limitations on the availability of the Right-of-First- Refusal.

East Tennessee states that copies of the filing were mailed to all affected customers and interested state commissions.
