The Rule
The FAA is amending 14 CFR part 71
by establishing Class E airspace
extending upward from 700 feet above
the surface at Hughes Airport, Hughes
AK.
The Class E airspace will be
established within a 3.8-mile radius of
the airport and within an area 2 miles
each side of the 194° bearing extending
from the airport 6.4 miles south. This
area will protect aircraft on approach to
runway 36 as they descend through
1,500 feet above ground level (AGL). In
addition, an extension in the shape of a
dogleg will be established 1.8 miles
each side of the 14° bearing extending
from the 3.8-mile radius to 6 miles north
of the airport and then 1.8 miles each
side of the 39° bearing from a point in
space, lat. 66°0814N, long. 154°1217
W, forming an angle that extends from
the 3.8-mile radius northeast 9.5 miles
from the airport. This section will
protect aircraft on approach to runway
18 descending through 1,500 feet AGL
and those aircraft on departure until
reaching 1,200 feet AGL.
FAA Order 7400.11, Airspace
Designations and Reporting Points, is
published yearly and effective on
September 15.
Regulatory Notices and Analyses
The FAA has determined that this
regulation only involves an established
body of technical regulations for which
frequent and routine amendments are
necessary to keep them operationally
current, is non-controversial and
unlikely to result in adverse or negative
comments. It, therefore: (1) Is not a
‘‘significant regulatory action’’ under
Executive Order (E.O.) 12866; (2) is not
a ‘‘significant rule’’ under DOT
Regulatory Policies and Procedures (44
FR 11034; February 26, 1979); and (3)
does not warrant preparation of a
Regulatory Evaluation as the anticipated
impact is so minimal. Since this is a
routine matter that only affects air traffic
procedures and air navigation, it is
certified that this rule, when
promulgated, will not have a significant
economic impact on a substantial
number of small entities under the
criteria of the Regulatory Flexibility Act.
Environmental Review
The FAA has determined that this
action qualifies for categorical exclusion
under the National Environmental
Policy Act in accordance with FAA
Order 1050.1F, ‘‘Environmental
Impacts: Policies and Procedures,’’
paragraph 5–6.5a. This airspace action
is not expected to cause any potentially
significant environmental impacts, and
no extraordinary circumstances exist
that warrant preparation of an
environmental assessment.

In consideration of the foregoing, the
Federal Aviation Administration
amends 14 CFR part 71 as follows:

cross-border long-haul trucking services
provided for in the United States-
Mexico-Canada Agreement
Implementation Act.
