publi c hearing; and wh ere written comments may be submitted. The Rule Adoption

Section contains final rule notices wh ich show any changes made since the proposal

stage. All rule actions are effective the day after publication of the adoption notice

un less otherwise specified in the final notic e. Th e Interpretation Section contain s the

Attorn ey General's opin ions and state declaratory rulin gs. S pecial notices and tables

are f ound at the end of each Register.
