If for any reason any section, paragraph, sentence, clause, wording, or application of 20.11.104 NMAC or any standard incorporated herein is held to be unconstitutional or otherwise invalid by any court or the United States environmental protection agency, the remainder of this part, or the application of such provision to persons or circumstances other than those as to which it is held invalid, shall not be affected...
