AGENCY: Federal Communications Commission.

ACTION: Proposed rule; extension of comment period.

SUMMARY: This document extends the time to file comments concerning the Commission's Further Notice of Proposed Rulemaking (``Further Notice'') adopted on June 21, 1999. Comments on the Further Notice were due on or before August 23, 1999, and Reply Comments were due on or before September 8, 1999. In response to a request for an extension of time, on August 18, 1999, the Commission extended the time to file comments.

DATES: Comments must be submitted on or before October 25, 1999; reply comments must be submitted on or before November 29, 1999.

SUPPLEMENTARY INFORMATION:

  1. On August 16, 1999, the National Telecommunications and Information Administration (NTIA) fileda motion to extend the date for filing comments in the captioned proceeding from August 23, 1999, to October 25, 1999; and to extend the date for filing reply comments from September 8, 1999, to November 29, 1999. NTIA asserts that it needs more time to prepare cost information The Further Notice of Proposed Rulemaking required it to submit.

  2. Although we do not routinely grant extensions of time, See 47 CFR 1.46(a), we believe that extending the comment date in this case will serve the public interest by allowing NTIA to prepare its cost information. We believe that an extension to October 25, 1999, will provide sufficient time for NTIA to prepare its comments. Interested parties may view the comments filedin this proceeding from the Commission's Reference Information Center (Room CY-A257) at 445 12th St., S.W., Washington, D.C. 20554. 0554. Copies of the comments filed in this proceeding are also available for purchase from the Commission's copy contractor, International Transcription Services, Inc. (``ITS''), 1231 20th Street, NW, Washington, DC 20037.

  3. Accordingly, it is ordered, pursuant to 47 CFR 0.261, that the date for filing comments in this proceeding is extended until October 25, 1999, and that the date for filing reply comments is extended until November 29, 1999.
