AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making filedby Dana J. Puopolo requesting the allotment of Channel 239A to Lake Isabella, California, as that community's second local aural transmission service. Coordinates used for this proposal are the city reference at 35-35-11 NL; 118-26-34 WL.

DATES: Comments must be filedon or before April 17, 2000, and reply comments on or before May 2, 2000.

Provisions of the Regulatory Flexibility Act of l980 do not apply to this proceeding.
