ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making filed by Hilltop Church (``Petitioner''), the licensee of noncommercial educational station KHGQ(FM), Quincy, California. Petitioner has filed an application requesting the substitution of Channel 262A for existing Channel 265A at Station KHGQ(FM), Quincy, California. To accommodate the foregoing application, the Commission has issued a Notice of Proposed Rule Making proposing to substitute Channel 264A for Channel 262A at Susanville, California.

DATES: Comments must be filed on or before December 10, 2007, and reply comments on or before December 26, 2007.
