AGENCY: Federal Communications Commission.

ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filedby Alalatex Broadcasters, proposing the allotment of Channel 245C3 to Cross Plains, Texas. The channel can be allotted to Cross Plains without a site restriction at coordinates 32-07-42 and 99-11-18.

DATES: Comments must be filedon or before December 21, 1998, and reply comments on or before January 5, 1999.

Provisions of the Regulatory Flexibility Act of 1980 do not apply to this proceeding.
