ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filedby Lutterloh Community Broadcasters proposing the allotment of Channel 233A at Albany, Vermont, as that community's first local broadcast service. The coordinates for Channel 233A at Albany are 44-45-26 and 72-

20-09. There is a site restriction 4.6 kilometers (2.8 miles) northeast of the community. Canadian concurrence will be requested for the allotment of Channel 233A at Albany as a specially negotiated short- spaced allotment.

DATES: Comments must be filedon or before September 9, 2002, and reply comments on or before September 24, 2002.
