Telluride Energy, LLC; Notice of Preliminary Permit Application Accepted for Filing and Soliciting Comments, Motions To Intervene, and Competing Applications

On January 15, 2014, Telluride Energy, LLC filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of the Buchanan Dam Hydroelectric Project (Buchanan Dam Project or project) at the U.S. Army Corps of Engineers' (Corps) Eastman Lake and Buchanan dam on the Chowchilla River, near the city of Chowchilla in Madera County, California. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission.

The proposed project would consist of the following: (1) A new penstock that

would take water from the existing Eastman Lake; (2) a new powerhouse at the base of the existing Buchanan dam containing a 2.98-megawatt turbine-generator; (3) a new estimated 0.5-mile-long primary transmission line connecting the project to Pacific Gas and Electric Company's transmission lines south of the project; and; (4) appurtenant facilities. The proposed project would have an estimated average annual generation of 11,258 megawatt-hours and operate utilizing releases from Eastman Lake, as directed by the Corps.
