[Docket No. CP99-9-000]

Williston Basin Interstate Pipeline Company; Notice of Application

October 28, 1998.

Take notice that on October 8, 1998, as supplemented on October 19, 1998, Williston Basin Interstate Pipeline Company, (Williston Basin) 200 North Third Street, Suite 300, Bismarck, North Dakota 58501, filed in Docket No. CP99-9-000. an application pursuant to Section 7(b) of the Natural Gas Act (NGA) for an order permitting and approving the abandonment by removal of four meter stations and appurtenant facilities in North Dakota, as more fully set forth in the application which is on file with the Commission and open to public inspection.

Specifically, Williston Basin reports that the four meter stations are: Western-Mosbacher-Pruett meter station, the Phillips Rawson Booster meter station and the Western Watford City meter station all located in McKenzie County, North Dakota; and the Temple meter station located in Williams County, North Dakota.

Williston Basin says the field compressors and oil enhancement recovery project previously fueled by the gas delivered through these four meters stations have been removed or abandoned so there are no downstream operating facilities. Williston Basin states that the facilities to be abandoned are located on existing pipeline right-of- way, and all excavation at the sites will take place entirely on existing, previously disturbed, pipeline right-of-way. Williston Basin asserts that no retail sales and/or transportation to end-use customers will be affected by this proposed abandonment.

Any person desiring to be heard or to make any protest with reference to said application should on or before November 18, 1998, file with the Federal Energy Regulatory Commission, 888 First Street, N.E., Washington, D.C. 20426, a motion to intervene or a protest in accordance with the requirements of the Commission's Rules of Practice and Procedure (18 CFR 385.214 and 385.211) and the regulations under the Natural Gas Act (18 CFR 157.10). All protests filedwith the Commission will be considered by it in determining the appropriate action to be taken but will not serve to make the protestants parties to the proceeding. Any person wishing to become a party in any proceeding herein must file a motion to intervene in accordance with the Commission's rules.

Take further notice that, pursuant to the authority contained in and subject to the jurisdiction conferred upon the Commission by Sections 7 and 15 of the Natural Gas Act and the Commission's Rules of Practice and Procedure, a hearing will be held without further notice before the Commission or its designee on this application, if no motion to intervene is filedwithin the time required herein, if the Commission on its own review of the matter finds that permission and approval for the proposed abandonment is required by the public convenience and necessity. If a motion for leave to intervene is timely filed, or if the Commission on its own motion believes that formal hearing is required, further notice of such hearing will be duly given.

Under the procedure herein provided for, unless otherwise advised, it will be unnecessary for Williston Basin to appear or to be represented at the hearing. Linwood A. Watson, Jr., Acting Secretary.
