Mr. Adam R. Rousselle, II; Notice of Preliminary Permit Application Accepted for Filing and Soliciting Comments, Motions To Intervene, and Competing Applications

On June 17, 2015, Mr. Adam R. Rousselle, II, filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of the Blue Marsh Dam Water Power Project (project) to be located on Tulpehocken Creek, near the town of Reading, Berks County, Pennsylvania. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-

disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission.

The project would consist of the following: (1) a proposed 6-foot-

diameter penstock; (2) a proposed powerhouse containing two generating units having a total installed capacity of 2,500 kilowatts; (3) a tailrace returning flow to Tulpehocken Creek; (4) a proposed 0.9-mile-

long, 12.47-kilovolt transmission line interconnecting with the Pennsylvania Power Company system; and (5) appurtenant facilities. The proposed project would have an average annual generation of about 9,943,000 kilowatt-hours, which would be sold to a local utility.
